I would suggest that if you do not know where you are staying ie. hotel or residence then put on your entry card the suburb or area you are staying ie. Kuta, Legian etc. You may be asked by immigration or customs which hotel or where you are staying at if you have not given this information. But if you put a suburb that you are sure you will be staying at then it can be explained without any lies that you will be seeking your accommodation in that area.

When you book into a hotel or villa the reason for the need of passport details is that your place of accommodation must submit a report to the police by law. If the place where you are staying at has not submitted the report then they are fined, if found out. If you are booking into a hotel or villa this will automatically be done for you anyway. If however you are staying at a friends for quite some time then your friend who is the owner must submit a report for you as there is a possibility that they could be fined if a curious officer wishes to investigate or does patrol of the area.
