Thats what infrastructure does.
Needs more traffic Management issues to be addressed for a start. Those working and doing deliveries in the area have permits with certain access hours. Does the area really need thousands of taxis driving around and around in a confined space ??. Some models that apply in Singapore could well provide some answers.
This could also improve security issues.
Pedestrains - yes its a nightmare - but not just a ground level if you are tall your dodging all sorts of head banging signage.
Just some thoughts.
