Personally I would not feel right about using someone elses property, maybe just ask. I have seen people pick up lilos and noodles from the side of a pool and use them, which really is rude, but I suppose if they are left floating in the pool unattended, they could be 'hotel property' and available for guests. :) :)
Unless of course I have misconstrued your entire question and you are asking if the use of plastic blowup stuff in pools annoys others.
In that case of course there are always scowlers, but as long as the blow ups don't interfer with others pool pleasures , it's tough . :)
