Mr Dolphins in Kuta Art Markets is the best. I had my first tattoo there July 2007 by Wayan. Turned out great, didn't hurt much.
In reply to Jan's post, don't have any Bintangs before, as apparently if you have alcohol in your system it makes it bleed a lot when you get your tattoo! Good luck!
