As i said, i doubt the government actually received any of this money at all since you didnt actually depart.You will find there are several components in this "tax" we all have to pay,inc most of it is a fuel surcharge which is the airlines extra hidden charge to "the fare we are quoted" and also there is security charges etc which i imagine will go to the airport as well as a passenger movement charge (departure tax) which would be to the government.
