Transferable leaseholds are available in Indonesia. Foreigners can not own land but can lease the land and build on it. If you contact a reputable real estate agent or solicitor on Bali, they should be able to supply you with all the details.
When you decide to sell the villa, you can do so and the new lessor will need to extend the leasehold on the land once the original lease period is up for renewal.
Having successfully been involved in building villas on Bali, i can only say don't look for shortcuts or cheap alternatives.
Use the legal system provided, it works.
