You need to speak to your friend and see exactly what is included before you go. If your friend is in business and is just selling you filler space they may have included your taxes. Either way someone has to pay the taxes so you should be clear as to who that will be before you go spending.
When you work out the cost of buying these items in Bali, then add the taxes it isn't must more so is still probably worth it.
