They are not legal. They are "tolerated" by the authorities when they occur as part of a Temple Ceremony, the spilt blood and the surrounding chaos is deemed satisfactory for the negative spirits that are also attracted to the ceremonies and need to be kept happy as well (or else they can cause bad mischief). You need a good Balinese contact to inform you. If you go, watch yourself, and I would say, DO NOT get involved with the gambling. Tempers and emotions get very high during these games. That's the point, actually, as this is also pleasing for negative spirits. Hope this was of some help.
