I think you will find that it is highly unlikely that this delay is weather related. Weather conditions do not remain so bad that flights are delayed for several hours unless the circumstances involve occurrences such as cyclones and the like that have actually closed the airport. Anything less normally means that scheduled flights would, probably, go ahead as sufficient fuel should be carried to divert to a suitable alternate. This is an ICAO requirement that all airlines are required to observe. In the end it is a pilot call. This delay is more likely as a result of a technical problem coupled by a lack of a readily available replacement aircraft. Technically it is also illegal to cancel a scheduled RPT flight because of a low passenger load without the permission of the responsible authority.
