I have been sourcing wine and have been advised so far that Gourmet Garage and an outlet next to Bintang Supermarket in Seminyak are cheapest. The green door wholesalers across and up the road from Makro has, apparently, reopened but will only sell in bulk. This was the favoured spot for cheap wine until it closed in November. As mentioned on the post below (bottom of the page), Bintang, Makro, Bali Deli and Pepitos also sell imported wine.
