In reply to your question, I am a member of the Police Credit Union and not a problem using the ATM's in Bali. Great thing, no fees!!!
Just be careful though if you use your card in a Circle K type outlet, the money comes out before the card and can be easy to leave your card behind, if not taken out, transactions can take place again without entering a pin number.
