Most likely they meant this. Only one King, possibly one Queen, and a number of consorts who presumably committed suicide as was the custom in those days. The "tombs" are not really tombs, no-one is buried there. They serve as "architectural bodies" so that the deceased, when invited to descend during the temple ceremony have a place to "inhabit". It is now widely accepted that were carved for the youngest son of the great King Udayana, Anak Wungsu. The location is absolutely spectacular and even a bit spooky. Get there before 10:A.M. and you will avoid all the tourist buses. Dress properly!!! A sarong is not really needed if you are suitably covered up, but a sash around your waist is required!!!! The King's Candi is the one on the extreme left across the river, and raised a bit higher than the others. The river that runs through it is the Pakrisan, and was formed, so they say, when Indra thrust his Kris into the ground and produced a river to revive his army. The exact spot is at Pura Tirtha Empul, just a bit further north than Gunung Kawi at Tampaksiring. Hope this was helpful.
