If you have to pay 300K rp for a "bribe", why not just have the appropriate paperwork before you go??
This will cost the equiv of around 250K, plus the peace of mind that you are not going to have to "bargain" with a cop on the make.

On purely practical aspects, do not give the local cops the oportunity to get you.
When stopping at traffic lights, be sure to keep behind the white line, even though the locals are not!
Remember there are two (at least) sets of rules in operation.

Regarding safety, compared with other places, there are many bike accidents in Bali that go un reported, but be assured that accidents are commonplace.
If anyone chooses to take the risk of having no licence / insurance, thats their call, but it may be a very expensive way of saving a premium.

As far as where to get a bike, just walk down the road anywhere around greater Kuta, and they are in your face.
Check that the bike and paperwork are in order....and good luck!!
