You have to declare any food that you have with you.
There is a distinct possibility that if the food is open, ie an opened block of chocolate or an opened packet of lollies, you will have that taken from you.
My mother didn't declare some sealed boxes of chocolates and she got a "talking to".
Anything that is consumed in the mouth is food .. so yes you need to declare it.
