Back in 1930 Balinese people were topless on their daily lifes. The westerners (dutch) then came and bring and gave free top like T-shirts and kebaya to the locals. Being topless on public consider 'barbaric' by the westerners and they want to teach people not to be barbar people.
Balinese people learn that fast and now westerners come to Bali and want to be nude (topless). Balinese is teaching them that is not polite to nude.
What a culture exchange. :)
