I can't help with a positive answer, but your post does reinforce my belief that perceptions can vary immensely!
It is obvious from your description "wonderful little restaurants" in Padang Bai that you enjoyed your visit or at least dined to your satisfaction.
Shirley and I had exactly the opposite reaction after our first time.
We have been told that there are one or two lovely beaches in close proximity, but we found that to us the actual Padang Bai village was a decrepit eyesore with tumbledown stalls staffed by aggressive vendors and swarms of touts attempting to lure us into any number of grubby looking accommodation buildings.
We can also say with total honesty that Padang Bai holds the dubious honor of being the place where we have had the most appalling meal in our twenty year association with Bali.
This visit was such a disaster that like all good (?) tourists we considered that maybe we were too harsh in our judgement, so on our next trip to Bali we decided to pay another visit to see if we had erred.
This second foray only confirmed our earlier impressions.
As I said at the commencement, everybody has differing opinions and I know that many people will not agree with my comments.
In summary, Shirley and I believe that if "they" give the earth an enema Padang Bai is were "they" will insert the tube.
