It is not paying the VOA that is the problem, it is immigration. Depending on how many planes land the same time as you, you can wait for up to 3 hours (reported recently).

Some people say "you are in Bali, who cares?" but not my idea of a holiday. standing in a queue, getting hot and stressed. Of course, no other planes and you sail through!!

I have also found that a lot of people get very exasperated by the inefficiency and slowness and seemingly non caring attitude of the officials dealing with the whole procedure. It can get antsy standing in the line sometimes!! Also, a lot of people don't seem to understand and you will get people having to go off and fill things in and come back after having one of the processors spending ages explaining things to them.

VOA meet you and do all the paperwork. They do not wait in line like you would have to but go to a special booth (much as the wheelchair and unaccompanied minors do) and get processed immediately.
