I don't know if you can call it VIP VOA, but we have found out that by visiting the immigration office to the left of the immigration desks you can avoid the sometimes very long lines.
Have paid a small "fee" a couple of times, around IDR 20.000, but last time the person behind the desk did not want anything. Saved us at least one hour waiting. Just stamped our passports and off we went. We are travelling with a 3 year old next month to Bali, so will do this again to save time, as I know at least 4 international flights are landing around the same time.
I must mention that my wife is Balinese, maybe that is why they let us through for free.
