It actually states "Total dimensions* of each piece must not exceed 140cm (54in) 32kg (70lb) per piece"
That means one case is not allowed to exceed 32kg NOT you are allowed that much.
EG if there were 2 people you can't put all your stuff in one bag that weighs 32kg.
The limit is 20kg (30 business)
