Wheat flour is more expensive than rice flour so restaurants tend to use that. This is the reason pancakes are usually REALLY flat.
I would be worried though.
Have an Epipen handy (as she would anyway).
Take a sign like below. It says I can't have gluten because I will have to go to hospital. If you say I'm allergic most don't tend to understand the importance and just say yes yes.

Having said that I don't think the waiters will understand what gluten is. I would stick to upperclass restaurants where they would have an actual chef. Copy th sign and give it to the chef.

"Saya tidak bisa makan perekat karena nanti bisa masuk rumah sakit"

The one below says wheat instead of gluten. I got the words gluten and wheat from my dictionary as I didn't know them. I hope that's correct as they had 2 words for each.

"Saya tidak bisa makan terigu karena nanti bisa masuk rumah sakit"
