To get the best out of your tattoo you need to keep it away from direct sunlight, chlorine and salt water while its healing as they can leach the colour.
Another thing to think about is if the water in bali is not safe to drink or brush your teeth, would you want to expose it to an open wound (which is really what a tattoo is until it heals)?
With all this in mind I would get it done at the end of your holiday. :)
