I was there this time last year and paid in ozbucks...the change I got was consistent with the prevailing exchange rate. I didn't actually go and pay for the VOA personally as the hotel person who greeted me took care of that. Whether having a local pay for it had anything to do with the transparency of the process I couldn't say one way or the other.
