A lot of the old Nokias like the 3110 to 6110 have free unlock code generators such an "nokia free unlock" however a lot of the newer phones are seriously locked and you need to pay to unlock them.
even when you use a code to unlock a phone you have 5 chances to unlock it then it CANT be unlocked even by your network so be very careful

You can buy second hand mobiles in Bali for about $30 that can be used there and in OZ ,
and you can rent mobiles in Bali (nokia 3110)for about $2 a day
