You need to dial +61, then whatever the Perth number is, including Perth area code. I have no idea what Perth area code is, but just drop the '0' from the front.
Eg, a Sydney number might be 02 99991234
To dial it from Bali would be +61 2 9991234
For them to call your Bali sim from Australia they would dial +62 and drop the '0' from the start of your Bali mobile number.
Eg, your Bali number would be something like 08 9999 999 999
To dial it from Australia would be +62 8 9999 999 999
The same numbers would be used for texting or voice calls.
