Most hotels have had the notices asking to restrict water for the last couple of years. Bali does not have enough water for the number of people now on the island that is why most of the hotels have the request about the use of towels etc., though I have found I still get clean towels even if I do hang them up. I know of one hotel that rewards guests if they don't have clean sheets every day, and another asks guests to please use the shower not the bath.
