The hotels you mentioned, plus the Sanur Beach Hotel, have mainly Dutch & Germans staying there, so that is why they are the main culprits. They come by the planeload in large groups, in fact the noticeboard at the Sanur Beach hotel only has messages up in those languages. The Griya Santrian is no better and as I have mentioned before if you can't beat em, I join em. This hotel also has the notice up about reserving and not using for an hour etc. but is not policed. No staff member walks around the pool. The beach lounges though do seem to be used more, though people do come and go. The Europeans certainly get up early to reserve their lounges.
