As stated..I have paid in both.
For us the time difference to pay either way is a couple of seconds.
If you have a plane load/s in front of you, you will have to wait regardless as they ask how long you there for, issue the receipt etc.
Some people move fast, others take their time no matter what currency they pay in.
The hold up is generally not at the VOA counter but after that with immigration as they tend to process a lot slower.
