By opening a debit acct and giving card to your friend in Bali, they can use the pin number and only draw the amount you put into acct. Keep in mind it will cost you a $5 fee for o/seas transaction as well as a few dollars for conversion at the Bali end. We always allow $9 to cover the transaction and have been using this method for about 8 years now...works well.
