I was there during Ramadan in 2005, and it was no busier than usual. We found a room easily enough. But Ramadan was later then (closer to October). I also heard that the nightlife quietens down during Ramadan, but we still went to parties at the Blue Marlin, Irish Bar etc - and all of the locals were there drinking too (as it was dark by then!). To me it didn't seem to make much difference to normal.
