your bags/suitcases when collecting them in Bali usually means that the customs guys will want you to open them for them to have a look through. They don't always see the crosses though, depends how many you have on your trolley and how clever you are at hiding them!
Anyway it's usually because they have x-rayed your bags and what appears to be bottles of wine or whatever has shown up. They mark the bagd with a cross with chalk to alert the customs guys. They will check to make sure you are not over the limit....meanwhile they'll have a good look at whatever else you've got that they may want!!
I have taken cartons of milk and had no problems.
