you leave your home country for Indonesia.

As you already have Visa inside your Passport (Business, 60 Day Tourist or Social), you do NOT need to line-up at VOA - go through main channels with Indonesian Nationals, but to queue for "foreigners". Have done this often when I had my Multiple-Entry Business Visa and had to leave Indonesia every 60 days. Happily now have my Kitas which is valid for full 12 Months without leaving.

It is ONLY those wanting a 7 Day or a 30 Day TOURIST Visa who are able to purchase this on arrival.

Whilst there are many, I am sure, who come into Indonesia using Tourist VOA and who conduct business whilst there (how about all who have retail outlets overseas and use the Tourist Visa when purchasing stock for example). If, however, they are reported to Authorities or caught doing business they are in real trouble - deported and in many cases forbidden to return into Indonesia for varying lengths of time depending on circumstances
