The duty you paid at home goes to your government.
New duty would apply on your excess goods (over the DF allowance)to the government of the country you are entering.
Of course this doesn't apply if you are in transit.
And duty free alcohol in your hand luggage when in transit wouldn't be allowed on most international flights these days.
