Can not say safe, but you need to check for yourslef the following?

1. Do they have comprehensive insurance (many do not, some very limited) and if you need a medivac and they have no insureance, your travel insurance will not cover this. So, use a good tour desk, pay more for a better operator (their ae cheaper, but insurance can e questionable)
2. Cheeper is for a reason...
3. Make sure they have safety procedures in place (briefing, helmets and belts)
4. Have checked all this with Bali Quad, and in my opinion where a good operation for Bali standards. We got all the information from Contiki tour desk.
