Are they even in similar price ranges? I'd be surprised. I haven't stayed at either hotel, but I would imagine LBH is quite a bit more expensive than Casa Padma, and rightly so. One is a large beach front hotel with gorgeous gardens. The other looks like a concrete jungle in the middle of a busy street.
That's no judgement on the actual rooms, just location and outward appearances.
