I sought the kite festival information a couple of years ago to no avail, however I understand that the festival takes place some time from mid-July onwards "depending on the wind". On the last occasion I had to leave Bali about July 15 and the festival started a couple of days later. I have a horrible feeling that I'm going to miss out again this year. It sounds quite amazing as some of the kites need "whole villages" to launch them. Have also heard that a restriction on flying kites around Ngurah Rai was put in place some years ago because of "danger to aircraft" (now THERE'S a thought!)
