is that a kitas is difficult to obtain, just like it is for an Indonesian coming to Australia for work. Although companies in Bali can apply and sponser the applicant if the position can be filled by a local then the application will not be successful. The position that you apply for to obtain a kitas must be a specialist skilled position that is of benefit to the company that is sponsoring you and the position must be recognised as making a positive contribution to the economy.
Quite possibly I could be wrong but that is my understanding of the situation.
