It is not worth the risk. Don't stuff up your holiday by trying to get away without having a IDL. The IDL is a joke as it is only by agreement with complying countries. But without this piece of paper it things can turn very sour in a split second. I have seen it happen and the locals get very noisy, aggressive and uptight should you be involved with one of them in an accident - whether you are in the right or the wrong. Then there is insurance problems.
Road conditions are a lot worse this year than I have ever experienced. Apparently some flooding has eroded parts, but there were some bloody big potholes and parts of some roads like Legian had those annoying ridges where new bitumen was overlayed in the centre section of the road and the sides were left with a 3" drop. If you are stopped without a licence usually you can buy your way out. But don't have an accident without one. You could be in the deep stuff. The traffic seemed to be heavier this last trip.
