We buy them every year, and have the occasional fizzer. We have been told by hotel security that its not really legal but tolerated by most locals (even though you can buy them everywhere). Just make sure to fire them toward the open sea as most of the bali huts have a thatched roof - would hate to think a fire was started from a rocket going in the wrong direction. We take a bottle and lots of matches, face them out to sea, and keep your fingers crossed that they are the good ones!!!
