the silver can be tarnishing for a couple of reasons- generally with some bali silver they have used a low grade Alloy in the silver mix but you can't really tell from looking at it when its new.
The other thing is if they are not annealed properly at the end which takes more time to heat, cool, heat and cool a few times to bring the silver to the surface and not tarnish so easily.
Probably the only way is to buy from a good source but then thats rather hit or miss.
I found the jewellery I got last year from Celcuk was really good. I got it straight from a silver smith who did beautiful traditional work.
