Just got back,
There was construction either side of discovery, sort of near Kartika Plaza, not up to Dynasty yet, but there are little ramp things being constructed up to the breakwall, (about 3 of them) infront of the reef.
Didn't see anyone really working on it at all, just rubble and signs of construction. Hope this little bit helps.
