MBR don't negotiate on their advertised prices, even during low periods when the hotel wasn't always hard to get into. These days it's popularity has grown and it can be hard to book the rooms you want, so I doubt they'd be any more likely to negotiate now.
Package deal prices are definitely cheaper than MBR's walk in advertised rate.
