Several countries have a security screen before you check in. This is when they advise you to put the duty free and any other creams or liquids in your suitcase.
Duty free bought after immigration and customs is ok to take on as hand luggage as long as it is in the sealed duty free airport shop bag.
Did the passengers who had to return their duty free at Bali have it in their hand luggage or still in the duty free bag?
