Im not a diving fanatic, but I have been snorkelling off Lembongan, and tho good, not incredible. Once, on a Bali Hai zodiac cruise of the 3 islands, they took us to some great little coves, and saw a spectacular amount of fish. At Candi Dasa we went out diving around the two tiny little islands, and that was pretty good except I dont like the dark water. Candi dasa is a popular spot, but really not alot to do for 15yo's.
The best snorkelling I have done in Indonesia was around the Gillies, off Lombok. The flight is so cheap and quick, or you could ferry over,you can hire all the equippment. Sengiggi is really cheap to stay at, and then you just hire a beach boat to take you up to the islands. Even cheaper( but still really nice), just stay on the islands, its another world.
