I would say the exact opposite. The accomodation on Lembongan is mostly very good value for money. Its the sort of place that you get what you pay for. So if you are only paying $10 a night dont expect air conditioning and hot water but the accomodation will still be clean and usually well maintained. There are some more upmarket places that are priced accordingly but even those are good value for the standard that you are getting.
As for the diving, I've only snorkelled out from Lembongan because its easy and I found scuba to be unecessary there but the drift is (in my opinion) an opportunity to experience something very exciting in a fairly safe environment.
