as a tamper-proof seal for bottles or cans. If someone wants to get something into a bottle or can without it being obvious, they can do it. It isn't easy, but it can be done. Chemical "sniffers" are neither discreet nor fast, they have to be put onto or into each item of baggage. Sniffer dogs are similar, excellent but not quick or discreet.
How much longer would you like to wait at customs both ends of the journey? These measures aren't perfect or desirable but they are the best short-term solution.
I wonder how long it will be before some enterprising duty-free shop starts selling small containers of water, toothpaste, optical solutions etc??
