We have always found it is more expensive to buy boards in Bali (we are from NZ but the prices are similar here to Aus)
In fact many surfers take their boards over to Bali and sell them second hand to the shops over there as they get better money in Bali for them... so yeah- buy before you leave :-)
Another option is to hire a board over in Bali for him... the compressed foam Mini-Mals are brilliant to learn on- basically anyone can learn to stand on them and maybe he could do a longer hire (say for a week) and once he's got he hang of it look at buying a proper board when he gets home as the Mini-mals don't have a very long life span :-)
The new epoxy boards are really good to learn on too and last well but are fairly expensive.
