No you can't buy the duty free prior to travelling and pack into your check in luggage.
The reason for this is that the Duty Free receipt that they take off the sealed bag after Immigration can't be removed if it is in your check in baggage.
However it really is far less complicated than what it first appears.
The crux of the regulations are that you can't take bigger than 100ml containers of the listed substances, up to a maximum 1 Litre, in a clear reasealable bag,through the screening point.
The Duty Free can still be purchased at a City Store or at the Airport prior to going through Immigration, the difference is that it must be delivered by them to the Airport to be picked up by you after you have gone through the screening point.
This they have already been doing, so nothing really changes in this respect.
