Excess baggage is only carried subject to space/weight availability, so if there's no way it can be taken on the flight, then no passengers will be allowed baggage over their limit, regardless of how much they are willing to pay. Their baggage will be put on the next available flight, or they will be given the option to send it via a cargo company.
The problem with everyone taking excess baggage lies with the amount of fuel that will be used. A heavier plane needs more fuel. The charges are in place to cover the cost of that extra fuel.
