Personally, I wouldn't buy big ticket electrical items in Bali because you won't get a valid warranty if anything goes wrong.
If you live in Australia, and you buy one up to 30 days before you leave, if you spend $300 or more from the one shop (so you could buy the recorder plus accessories), you can claim back the GST through the Tourist Refund Scheme just after you pass through customs to leave the country. You can open it & practice using it before you go so you'd already be familiar with it when you arrive in Bali & if you have any problems with it, you have a warranty.
