Febris is more modern, westernised, sterile, clean looking, all the girls wear jeans and t-shirts, very quiet, lovely music, no talking allowed from staff or visitors. My husband preferred the massage he had here, I thought mine was a little too strong.
Green Garden has outdoor huts that take 2 people, very Balinese, lovely music, a little talking to get to know you from the staff, outside noise does filter in but not much. They do have indoor rooms too which are air-conditioned. I preferred the massage here, the girls and the men wear traditional dress.
Both places are very clean and the staff are discreet to your needs.
It's all a matter of taste and what you like, one day one could be good and the next bad...they have the same owners and maybe the staff move around I don't know. Why not try out both, do the same sort of package or traditional massage only in each and then go for the big package in the one you like the best.
